We need more details.

There is always a reason to why he may not be rounding up - not because he is just 'stubborn'

How long off the track?

How old?

Any previous injuries?

Has he had a spell since finishing racing?

I would get him checked out for any soreness, teeth, back etc. Then get some lessons.

Ha had to laugh at Witcherys comment. Yeah I wouldn't round up cows if I were a horse. I'd be far too fat and lazy!!!
Back to the subject, so many factors could be affecting your ex-racehorses inability to round up.
How many starts did he actually have? If it were quite a few then he will be hard to re train if you haven't re-educated one before. Try a lot of walking excercices. 10m circles and then out, try getting him to flex inwards. Just little excercises to get him soft in the mouth again and supple through the neck can be a good start. Dont try to get much out of a trot or canter if he cant do it at a walk. Then when he is ready slowly ask for more contact. It'll come Bear-luva, it will just take some time.
As they say, Rome wasn't built in a day!

What is he like to lunge? you cant expect him to work well under saddle if he cant do it on the ground

Sorry at least I made one person laugh !!!

So you want collection on a otttb.

Well firstly you need an instructor even if it is once a month they will be your main sorce of help.

Hopefully you would have made sure he is sound. ie teeth done, feet done, no sore spots ( my throughbreds get bowen every 8 weeks)

So collection takes many months, years even to achieve.

I am not going to tell you how to achieve it but things that have helped me. I do not think anyone can help you unless they have seen your horse and sorced the issue. That is where an instructor can help you most of all.

Firstly I would think about a running marting gale ... (i'm not going to go into detail).

Secondly I would lunge him with a shabong?? or a pessoa they encourage long and low movement that helps with the development of the back muscles

Thirdly lots and lots of circles

and do searches on collection etc on google to help you some more.

Good luck with it all !!!
