ERADICATION OF EQUINE INFLUENZA

Rod Hoare from Industry Liaison summarises the campaign towards eradication so far:
"From Day One NSW DPI and other authorities have been working towards eradication of EI. How could Australia do this when Europe and America have not been able to eradicate it? South Africa and India have eradicated the disease: what are our chances?
NSW DPI and their many collaborators had some initial problems:
  • The initial spread of infection prior to standstill was very widespread and into areas of high horse density.
  • No vaccine supplies were on hand, no approvals were available, and vaccines would be a month coming.
  • We did not know how the disease would spread under Australian conditions.
  • The disease came at the worst time of the year – just before breeding season, just before foaling, in cool weather assisting survival of the virus. Spread from property to property occurred in the cool morning mists up to about 3 km.
NSW DPI and collaborators also had many advantages:
  • NSW DPI staff and supporting agencies such as the Rural Fire Service are well trained in emergency response and did respond quickly.
  • There was an AUSVETPLAN for EI.
  • An excellent test (PCR test for presence of virus) was available, and a capacity to test up to 1000 samples overnight.
  • The new generation of vaccines produces effective immunity against the strain in Australia after the first injection.
What progress has been made?
  • The geographic area of Australia affected by equine influenza has not changed much in the past 6 weeks.
  • There have been three new groups of infection in the green zone but these have now been contained with vaccination buffers.
  • Now that adequate vaccine supplies are available, it is possible to respond more quickly and effectively to put out the spot fire situations.
  • Vaccine supplies are still limited. Sending vaccine to uninfected states is like sending water tankers away from the fire front - highest priority for vaccine is where the disease is likely to occur.
  • The daily number of new infected properties is much lower than it was mid September.
  • The majority of infections are now occurring in previously infected areas and within vaccination buffers.
  • A small proportion of Australia's horses have been exposed to EI virus - less than 10% of the total horse population.
  • More horses are becoming immune to EI daily after recovering from EI infection or to the effects of vaccination.
  • The first round of EI vaccinations in the buffer zones in NSW is more than 70% complete. The boundaries of some of the red and amber interfaces in NSW are to be replaced by amber and green zones respectively. The plan is to have all high risk horses in the NSW purple zone immune to EI due to infection or vaccination by 30 November 2007.
  • Scenario analysis indicates that the outbreak is running below the mid-range prediction curve, and well below the worst case curve.
  • The best guess prediction is that EI will be eradicated by 30 June 2008. This will depend on compliance with personal biosecurity.
The conclusion is that eradication is well on track and remains the number one priority.
SITUATION UPDATE

A new infection in the northern part of the Dubbo vaccination buffer area will mean a extension on the red zone in that area. All other infected properties reported in the past 24 hours are in the Red and Purple Zones.
Today’s statistics: 4967 Infected Properties (IPs); 458 Dangerous Contact Properties (DCPs); 476 Suspect Properties (SPs); 7161 horses out of the target of 13476 have been vaccinated in the buffer areas so far.
Surveillance testing is currently being implemented at Coonamble, Coonabarabran, Berry, Walcha and Gloucester Tops. Zone re-adjustments are planned as the testing progresses to confirm which isolated red zones are free of the disease. The required testing is quite extensive and will take up to two weeks to finalize.
Horse owners are reminded that observing the recommended biosecurity measures for personal hygiene is critical for the EI eradication campaign to be successful. Ensuring that people entering your property have undertaken the necessary personal hygiene recommendations is the easiest way to protect your horses.
In response to the confusion surrounding the responsibilities of individuals when crossing zone boundaries, the RTA have placed mobile signs on some boundaries to notify the travelling public of the zone they are entering or leaving.
Registration of infected horses

To date 6559 horse locations have been registered in the EI database. Horse registrations provide vital data for planning how to eradicate EI. Horse owners are reminded that infected horses must be registered with the DPI. Registration forms can be found on the DPI website here:

Vaccinations

Vaccination of the prioritised horses identified by the Australian Horse Industry Council uninfected horse survey will commence in the Purple Zone after Wednesday 24 October. The operation will be coordinated by the Local Disease Control Centre (LDCC) using the existing Forward Command Posts (FCP).
The EFA have commenced vaccinations of EFA registered horses in the Purple Zone. They will also be vaccinating all other horses present on the property during the visit.

Movement of horses

To date, there have been 3604 movement permits issued by the Local Disease Control Centre (LDCC). The movement of horses for training in the Amber Zone has been assessed and there have been some modifications granted to the movement restrictions. SITUATION UPDATE

Today’s statistics: 4938 Infected Properties (IPs); 458 Dangerous Contact Properties (DCPs); 481 Suspect Properties (SPs); a total of 8335 horses out of 12068 target horses have been vaccinated in the buffer areas so far.
Surveillance testing is currently being implemented at Coonamble, Coonabarabran, Berry, Walcha and Gloucester Tops. Zone re-adjustments are planned as the testing progresses to confirm which isolated red zones are free of the disease. The required testing is quite extensive and will take up to two weeks to finalize.
Currently recovery plans for industry and the broader horse industry are being made a priority with the aim of increasing freedom of activity and a return to normal operations. Careful progression of zone changes is essential and it is critical that the changes can take place with confidence that the disease is eradicated in those areas. Progress is being made in the development and planning of the strategy for vaccinating foals in the purple zone.
Horse owners are reminded that observing the recommended biosecurity measures for personal hygiene is critical for the EI eradication campaign to be successful. Ensuring that people entering your property have undertaken the necessary personal hygiene recommendations is the easiest way to protect your horses.

SITUATION UPDATE

Today’s statistics: 5050 Infected Properties (IPs); 459 Dangerous Contact Properties (DCPs); 492 Suspect Properties (SPs); a total of 8443 horses out of 12068 target horses have been vaccinated in the buffer areas so far.
Progress towards re-zoning is being made at a very encouraging rate. Changes in zoning of some areas from amber to green and from red to amber would mean a freeing-up of restrictions in some of the amber and red zones and would be a big step on the way back to normal operations and eradication of EI.
As part of the progress towards re-zoning, surveillance testing is being undertaken to confirm which isolated red zones are free of the disease. The testing required is quite extensive and may take up to two weeks to finalise. This is a crucial step: before any change in zoning can be made, we must be completely confident that the disease has been eradicated in those areas.
Horse owners are reminded that continuing to observe the recommended biosecurity measures for personal hygiene is critical for the EI eradication campaign to be successful; every horse owner has a major role in this program, and it will be worth the effort to continue to protect horses in all zones for as long as this outbreak runs. Ensuring that people entering your property have undertaken the necessary personal hygiene recommendations is the easiest way to protect your horses.
In response to the confusion surrounding the responsibilities of individuals when crossing zone boundaries, the RTA have placed mobile signs on some boundaries to notify the travelling public of the zone they are entering or leaving.
Relief and recovery

In the month from 22 September to 23 October 2007, 61 registered horse events have been submitted to the DPI and 34 events have been held. 74% of the registrations were for green zone events and 26% for amber zone events. Race meetings will be held at Bathurst and Kembla Grange on Saturday 27 October 2007.

ROAD TO RECOVERY – Full of Potholes
A meeting was called today by Department of Primary Industry, Chaired by Graeme Eggleston, to assist us in the Performance and Pleasure horse industry to hold competitions.
The meeting was attended by representatives from the Arabian Society, Stockhorse Association, Royal Agricultural Society, Quarter Horse Association, Rodeo, as well as the EFA. All agreed that the difficulties of running competitions under the present conditions created very significant problems.
The EFA NSW submitted a series of protocols and plans in an attempt to negotiate conditions in which we could conduct competitions in the Purple Zone.
We also repeated our request that the government and the DPI urgently consider our need to allow horses to be vaccinated in the Amber and Green zones so that competition could be attended by all our members.
DPI presented the draft of a paper which outlined current thinking and plans which would facilitate the Road to Recovery. In that document it is stated that by “14th November 2007 there will be a large pool in excess of 14,000 horses vaccinated” mostly in the Purple Zone but some also in the Red Zone.
In went on the state, “The industry acknowledges the weaknesses of vaccine as an eradication tool as it does not prevent infection or excretion of EI virus. However, technical advice is that vaccination with Canary Pox vectored Vaccine is an essential element of EI Eradication.”
Under the heading ‘Key Principles : Every attempt will be made to ensure the EI virus is not present in NSW horses by May 2008. Movements to equine events will be on the basis of EI immunity. Interstate movements will be based on the requirements of the state concerned. Equine groups will put infrastructure in place to handle equine events by 31 December 2007 including the development and implementation of vaccination plans for selected horses covered by the organization concerned.”
This all sounds very encouraging but unfortunately it is clear that there are huge POT HOLES to be confronted on the road to recovery.
The first of these is that the present situation appears to allow competitions to go ahead almost immediately in the Purple Zone on the basis that only horses from that zone attend. But the organizing committee is to be held responsible for making sure no one from outside the zone brings a horse to the competition. Also it is their responsibility to ensure that all the horses have either recovered, been vaccinated, or have a blood test to show they carry anti-bodies to protect them from further infection with EI.
The EFA NSW has suggested a series of protocols which will assist in this but these still need to be circulated and accepted.
We know that our members in the Amber/Green zones want to know if their horses can come into the Purple Zone for competition if they are vaccinated. At this stage those people would need to prove that they came from a virus free property. In order to do that all horses would have to either be vaccinated on that property and a period of seven days have elapsed following the second vaccination; or they would have to have had blood tests.
So whilst the buffer zones remain the problems of moving from zone to zone are going to be difficult.
The situation was perhaps best illustrated by the second meeting for the day at which the thoroughbred racing industry asked what would happen if a horse at the Magic Millions Sale was found to be infected with EI. The answer was that the sale would be locked down. The racing industry reps pointed out that no seller would send a horse to the sale and risk lock down.
Tomorrow there is to be a meeting at the Federal level where EFA National will be presenting the difficulties faced by our various organizations in getting competitions running again. It is likely that there will be further discussion about the role of vaccine in assisting the plans for the Road to Recovery. The problems of the leaving and entering various zones as well as interstate travel for horses and riders will also be addressed.
This report is an effort to keep our members and the wider horse community up to date with the state of play. It has to be understood that it is not possible to predict what the next move will be. The difficulties to be faced in the strategy in dealing with EI are very complex, the demands from the various interests are intense. The EFA is keen to serve the interests of all our members and the wider horse community and we will keep you informed of the changing situation as soon as we know it.

Government announces EI assistance package



Racing and Gaming Minister Ljiljanna Ravlich today announced a $1.225million emergency industry assistance package to assist with the State’s ongoing response to the threat of Equine Influenza (EI).


The quarantine failure that has resulted in the spread of EI through New South Wales and Queensland has devastated the racing industries in those States and put thousands of industry workers out of a job.

Ms Ravlich said the strength of the initial response from State government regulators and industry participants had helped keep EI out of Western Australia.

“There is no doubt, however, that the threat to WA is far from over and we need to remain vigilant,” she said

“This package will provide a multi-faceted approach across all horse industries, focussing on educating the public on the risks, establishing a certified EI isolation facility and ensuring our veterinarians are fully updated in terms of equipment, services and training.

“While the responsibility for this quarantine failure rests squarely with the Federal Government, we have to do everything in our power to protect our industries and the people who depend upon them.

“WA’s racing industry alone produces hundreds of millions of dollars of economic activity, particularly over summer carnival time, and one small biosecurity lapse could see this disappear in an instant.”

The $1.225million package will fund a range of initiatives that will be consistent with the current national containment and eradication policy and benefit all in the equine industries. It will include:
  • $750,000 for an EI awareness/media campaign to ensure the horse industries and the general public are aware of the disease characteristics and the ways in which it can be transmitted;
  • $350,000 to provide for a certified EI isolation facility for the high value thoroughbred, pacing and equestrian industries;
  • $100,000 for veterinary equipment and services associated with EI biosecurity; and
  • $25,000 for the training of veterinarians in EI processes and procedures.
The Minister said she had yet to receive a response to repeated requests for Federal Government assistance to deal with the ongoing threat, a situation she described as appalling.

“Federal Agriculture Minister Peter McGauran continues to say that because there is no EI in WA, we are okay,” she said.

“The Federal Government might be happy to gamble with the livelihoods of Western Australian racing industry workers in this way, but the Carpenter Government is not.

“Every dollar Racing and Wagering Western Australia is forced to spend on responding to the EI threat is a dollar less in the pockets of industry workers.”

One of the major risks is for the virus to be brought into the State through a person travelling to WA from an infected State. Ms Ravlich said the Federal biosecurity information campaign, in particular, had been notable by its absence.

“At the moment, the level of public information available at Queensland and New South Wales airports is non-existent and that is another area in which the Federal Government has clearly failed,” Ms Ravlich said.

Vaccinations

The progress of the vaccination program has been delayed in some areas across the State today because of the wet conditions. However, the vaccination program still remains on track with 8690 horses being vaccinated out of a projected 15317. A Local Vaccination Centre (LVC) is being established at Narrabri and it will commence operations next week from Monday 29 October.
The first round of vaccinations has been completed for the Mudgee and Parkes vaccination buffers.

Zoning

The current zones are being reviewed with an aim to revise the zone boundaries to increase the protected area (Green Zone) in the near future.
Whatever zone you are in, if you suspect your horse is infected with EI, you must legally notify NSW DPI on the EI hotline 1800 675 888 as soon as possible.
Testing of horses is planned for identified priority areas across the state to establish the status of the disease in those areas. This information will be used to revise the zone boundaries.
Movement of horses

Three race meetings have been approved at Ballina on the 26 and 31 October and at Bathurst on 31 October 2007.

RESOURCES

The following resources are available on the NSW DPI website. Print out and distribute what you can. The further the message spreads the better.
A new interactive mapping function has been included on the NSW DPI website. It will allow individuals to drill down to the property level on the available EI maps to determine what zone your property is in. This will be an invaluable tool for properties that are close to zone boundaries and for confirming your zone when the zone boundaries are adjusted. SITUATION UPDATE

Today’s statistics: 5221 Infected Properties (IPs); 484 Dangerous Contact Properties (DCPs); 514 Suspect Properties (SPs).
Movement of horses

The movement of horses into the Purple Zone from any other zone or from interstate is allowed under permit until midnight 31 October 2007. Applications for movement permits into the purple zone must be submitted by 12 noon Tuesday 30 October. After midnight on 31 October 2007 horse movements into the purple zone will be prohibited. Horses must remain in the Purple Zone until further notice.

The progress of the vaccination program has been delayed in some areas across the state today because of the wet conditions. The vaccination program is still on track with 10024 horses being vaccinated out of a projected 16724 horses: the projected numbers may rise as vaccination priorities continue to be evaluated.
A Local Vaccination Centre (LVC) is being established at Narrabri and it will commence operations during the week.
Thoroughbred foals that have been vaccinated as part of the response to EI will not be vaccinated as part of the vaccination program. This is due to the fact that the thoroughbred industry has a comprehensive tracking program already in place.

An interim report on an online survey by the AHIC of 8000 registered horse owners reveals the industry is clearly still motivated to have its voice heard on this issue.
  • 89% support the national program of equine influenza eradication.
  • 87% of respondents do NOT want to live with equine influenza in Australia
  • 61% of respondents do NOT believe the equine influenza vaccine should be provided outside affected areas.
Zoning

Whatever zone you are in, if you suspect your horse is infected with EI, you must legally notify NSW DPI on the EI hotline 1800 675 888 as soon as possible.
The current zones are being reviewed with an aim to revise the zone boundaries to increase the protected area (Green Zone) in the near future. Testing of horses is planned for identified priority areas across the state to establish the status of the disease in those areas. This information will be used to revise the zone boundaries. The current program of community meetings is almost complete. To date 44 information meetings have been held around the state. The final meeting in this series will be held in Orange on 31 October at the Orange City Bowling Club.

Movement of horses

Permit applications for movement into the Purple Zone closed at noon today. Movements into the purple zones must be complete by Midnight Wednesday 31 October 2007, at which point there will be a ban of any movement into and out of the purple zone.
There is currently proposed a slight extension of the Purple Zone to the Royal National Park, a strong natural buffer, to address animal welfare concerns around the Kurnell area. Also proposed is an expansion of the vaccination area near Bendemeer.
There are eight vehicle decontamination points operating in the Purple Zone.

Vaccinations

Vaccination teams have started moving into the purple zone to begin the first round of vaccinations within the zone. It is important to note that not all horses in the Purple zone will be vaccinated. Horse vaccination priorities will be based on risk of infection and may take between 4 to 6 weeks to finalise.
The vaccination program is still on track with 10904 horses being vaccinated out of a projected 18651 horses: the projected numbers may rise as vaccination priorities continue to be evaluated.
A Local Vaccination Centre (LVC) is being established at Narrabri and it will commence operations during the week.
Second round vaccinations are due to start at Armidale and Forbes this week.

COMMUNITY & INDUSTRY

There have been confirmed infections in the Darkes Forest and Helensburgh regions just west of Stanmore Park. Testing is being undertaken to ensure that the infection has been contained. Four properties at Darkes Forest and three at Helensburgh have tested positive to highly contagious equine influenza. Important Message from AHIC President Barry Smyth

The national horse industry continues its strong support for the combined efforts of governments and industry participants to contain and eradicate Equine Influenza. There has been no deviation by participants in the non-racing sectors from the aim of eradicating EI from Australia.
I had a meeting on Monday 29 October with representatives of the national groups representing Quarter Horses, Arabians, Stock Horses, Ponies and EFA. I had a meeting on Wednesday 31 October with Victorian representatives of Pony Club, EFA, Agricultural Shows and Adult Riding club. AHIC has also had extensive feedback from surveys on the web site. Other States also provide similar views.
The messages are quite clear and consistent ever since the outbreak of EI commenced in August:
1. Non-racing sector wants eradication of EI.
2. Non-racing sector does not want to live with an endemic EI situation.
3. Non-racing sector is against use of vaccine outside the agreed purposes of containment, disease reduction, and (with a great deal of reluctance) mitigation of some economic losses.
4. Non-racing sector is against use of vaccine in non-infected jurisdictions.
5. Non-racing sector is prepared to continue to cancel or delay gatherings and events until after 31 December in the interests of the national horse industry to reduce risk of EI spread. This is voluntary in non-infected jurisdictions and is done at considerable cost to non-racing sectors, but they are prepared to continue this with the thought that they will be able to commence events early in the new year with added biosecurity measures to be determined over the next couple of months.
6. Non-racing sector is prepared to continue the eradication efforts beyond 1% GVP. How much beyond is difficult to determine at this stage. Continued feedback about success of ongoing efforts and costs will be essential for their decision making. Continuing with eradication for the next 3 months or more will be cheaper than the endemic situation.
7. Non-racing sector does not want mass vaccination under any circumstances. There is more than 50 years experience in endemic countries that this does not work and ensures ongoing costs of vaccination, treatment of sick horses, quarantine, unpredictable business disruption, and inability of horses to compete. Yes, events do continue in those countries where mass vaccination is allowed, but the pool of horses available to compete is reduced. Japan currently is a good example of this situation.
8. Non-racing sector does not want introduction of killed vaccines under any circumstances. This makes monitoring of disease spread impossible with current technology - cannot distinguish vaccinated from infected animals. So you have no idea where EI is circulating in the horse herd. Success or otherwise of eradication efforts are impossible to judge with use of killed vaccine.
I hope this feedback from 85% of the national horse industry is useful for decision makers.
