If an horse is not moving well etc, I hope they consult a vet first and if they wish to go down the herbal path they talk to someone that is experienced with herbals. Celery also has no "preventative" effect, it is symptomatic at best and the number 1 rule of any treatment is to never treat with an agent unnecessarily.
