We need more details.

There is always a reason to why he may not be rounding up - not because he is just 'stubborn'

How long off the track?

How old?

Any previous injuries?

Has he had a spell since finishing racing?

I would get him checked out for any soreness, teeth, back etc. Then get some lessons.
