Rearing CAN be solved its just a matter of how you go about it.
I had a little stockhorse who did it all - reared, bucked, spooked, refused fences, bolted, would spin in little circles.
Rearing was the ivasion he used the longest, but i persiveered and he NEVER reared since i did what i did. (im not going to say it because i'll end up starting a debate).
A very wise hack lady mentioned it to me and i gave it a go.
I tried, one reining, riding forward, disengaging the hind quarters.. basically everything.. and i also had help from my jump coach..
And i agree that it would be best if you seeked professional help.
Like any problem your horse may have there is always a way around it.. you just have to find it.
