Roan has white hairs intermingled through the base coat but the head remains dark.Flecking or ticking is commonly seen through chestnut coats but the horse is not roan.
Here's a good example of a chestnut roan (at left and to the rear) and a chestnut with ticking through the coat.You can see the difference.
