Chain over nose is the more severe option, having said that, most times it is just there for show. Use more for horses that are likely to rear etc.
Under the jaw is the kinder option.

I think the chain over or under in the wrong hands..can do
huge damage to bone and nerve-endings around a horses face !
the way the Western ppls show with the chain clipped onto the off-side of the halter across the nose and out on the other-side is far nicer then a un-captured chain under the chin !
