If you had jumped the D grade one instead of your C grade one, you would've been eliminated... Not sure what Stormy meant by "you can jump a smaller one without jump penalties being incurred"? But perhaps you are allowed to pop over the smaller jump after you've been eliminated, then you must walk back?

no she means that you can jump the d grade one and then present for the c grade one, but once elminated you must walk back - cant jump anything
Im pretty sure your allowed to pop over a smaller flagged jump as long as you still jump your jumps in order.
eg, you head up to the C grade number 4, pony stops (1 refusal) you turn aroun pop him over the D grade to get his confidence back then turn around and jump your jump. that would be only counted as 1 refusal

I wish I had know that on the day. as that is what i would have done.
I was on the little buckskin in the D grade.
